Abstract:	近年來，國內經濟及產業環境受到了國際化的趨勢影響，使得國內之各級產業受到了結構性的轉變。而因為台灣經濟發展快速，加上各區域間的產業活動分布不均，造成了人口大量外移、城鄉差距擴大以及資源大多集中在北、中、南三大都會區，使得台灣政策長期以來重北輕南、重西輕東的結果。近年來，政府為了區域整合，提出三都十五縣的構想，希望藉由縣市合併來達到縮短各區域間的差距。而新竹地區長期位處連結台中都會區與台北都會區的要道，而且工業研究院及科學園區均在此地發展已久，隨著新竹市經濟建設日漸飽和，許多政策、廠商及建設慢慢轉移至開發尚 In recent years, the domestic economy and the industrial environment of Taiwan has got an influence on the tendency of internationalization and has received a constructive transformation.
