    Abstract: 「考績」是人事運用中最重要之環節,如「公務人員考績法」第二條所述:應本「綜覈名實、信賞必罰」之旨,作準確客觀之考核,其結果方能激勵人員發揮高效能之服務精神、激勵士氣、進而提昇單位與組織之績效。國軍對聘雇人員辦理考成作業如同公務人員辦理考績作業,不同部分僅在無核發考績獎金外,餘均與考績作業之精神相同,其結果亦可做為單位對個人之續聘用、晉陞、調任職、解聘用等人事作業之重要依據。「國軍聘雇人員考成作業」已行之多年,主要仍以績分強迫分配與三級三審之方式來進行評鑑作業,其考成之評鑑指標,亦含蓋了難以具體衡量的定性評
