    Abstract: 隨著環境急遽變化,警察亦深刻體認唯有高效率與高素質的人力資源才是國家最重要資產。強化警察政策知識管理及建立團隊意識,將能有效提升警察的行政效能,滿足民眾多樣化的需求,得以實踐公共服務的價值。要提升警察的競爭力,培育優秀公僕,有了好的人才,警政革新才能啟動,激發創意,也才可有效能的執行公權力,而警察人員是國家的公務人員,是政府推動政務的主體,警察人員的素質與能力,將直接影響政府效能之有效發揮,因此,建立優質的警政文化,提高服務品質,達到為民服務滿意度,進而創造優質的警政文化之競爭優勢。
