    Abstract: 根據經濟部能源局九十八年台灣地區能源統計年報,運輸部門能源使用量占總消耗量的百分之十三,僅次於工業部門能源使用量,此外我國機動車輛所使用之能源絕大部分仍仰賴石油產品,在石油需求量逐年上升之同時,同時也導致嚴重的空氣汙染排放的問題。本研究將建構能耗模式與氣體排放模式,以提供足夠資訊給交通管理單位作為相關策略節能減碳之評估。本研究考量本土車流特性推估能源消耗量與氣體排放量,並提出兩種推估方法,包括:以路段為基礎之推估方式與以旅次為基礎之推估方式。結合車流模擬指派模式可用於評估在不同交通管理策略下之路網能耗總量
