Abstract:	台灣為ㄧ海島經濟型態國家，近年來政府為建立台灣成為未來全球運籌(Logistics)中心之目標，積極推動、制定各項相關計畫及政策，以提昇國內物流業者之經營績效、品質及競爭力。「自主管理」政策於民國89年底通過施行，重點為將原本由海關所負責的貨櫃集散站通關及檢查相關作業，改由業者自行負責處理，海關單位則僅從事稽核程序之工作，其實施目的主要為改善海關單位固定上、下班時間之限制，建立全天候二十四小時營運作業模式，以提昇貨櫃集散站業者競爭力並節省政府公帑。本研究應用層級分析法(AHP)，以問卷調查方式徵詢專家及業
