    Abstract: 桃園地區因為特殊的地理環境與稻作灌溉的需要，各類型的埤塘在土地開拓的過程中逐漸形成，造就了桃園地區最具特色的農業生態與地理景觀。本研究利用內容分析法與層級分析法進行研究設計，透過文獻回顧以及深度訪談五位專家建立本研究的構面、準則與發展方案；並且回收有效專家問卷15份，以分析各構面、準則與發展方案的權重。研究發現，以埤塘發展永續觀光的總體目標下，五個被評比指標的權重以「環境資源管理」指標最為重要，依序為「社區參與管理」、「遊客經營管理」、「服務系統管理」，以及「開發建設管理」。最適的發展方案以「教育型觀光發
