    Abstract: 自1999 年政府採購法實施以來，綜觀國內造船供應商建造公務船舶採購過程中，常因利益糾葛，形成造船供應商間惡性競爭，並以各種手段延遲或阻撓採購過程，甚至相互提告興訟，致使公務船舶採購案常常一波多折，無法如期順利執行。海軍某快艇建造案採購過程，即為一顯著案例。本研究期望以最有利標為採購方式進行探討，針對未來參標供應商評選項目之關鍵因素及相對權重，從供應商資格能力、技術能力、管理能力、配合能力及報價等構面，透過專家問卷調查，進行深入探討與交叉分析，俾制定出最佳且合理之
    公務船舶供應商評選項目與相對權重，來實施
