    Abstract: 我國2001 年訂頒《災害防救法》律定
    國軍協力政府災害危機處理之角色，然而，
    在2009 年莫拉克風災重創台灣後，修改為
    國軍主動支援，並且執行馬總統所宣示「先
    期部署，預置兵力」的災防政策。本研究藉
    由國軍第一線人員救災實證經驗，提供相關
    建議作為政府災害防救危機處理之參考。
