Abstract:	臺灣地區河川隨人口聚居及民生用水需要使河川自淨能力降低。隨著生活品質提升，我國雖已邁入現代化國家，但因污水處理程度偏低，導致影響國家整體競爭力。近年來為加速污水下水道建設，政府將污水下水道納入國家重大建設計畫，預定於民國103年將污水下水道用戶接管普及率提升至35.73%。行政院之國家發展重點計畫，將污水下水道建設納入「愛台十二項建設」中，以提昇國內公共污水接管率。目前對於影響用戶接管工程常遇之障礙尚缺乏具體之改善措施，本研究針對用戶接管施工時所遭遇之障礙做一探討分析，並針對影響之因素進行分析，以供業主 Because of the population aggregation and need for people's livelihood, the self-purification capacity of river water are reduced in Taiwan.
