    Abstract: 台灣因地形與氣候的影響,每年颱風所導致洪災發生比率相當高,故對於防災與救災發生時必須有應變措施。雖然專家針對防災研究上已有多年的著墨,且政府也訂定出相關災害應變措施與組織規範,卻很少對於災害發生前所需投入的防災建設進行研究。減災工程上政府亦投入不少硬體設備與經費,但每年洪災對於國家整體所帶來的嚴重災害卻是日益嚴重,顯然防災建設並無明顯成效,故必須對防洪減災的工作來重新思考。本研究期望將整治與工程管理加入綠色概念,並改變傳統快速排水之防洪思維,將趨向於保水滞洪之策略,同時兼具環境保育生態,以綠色和洪水減災預
    Taiwan is an island country facing typhoons and heavy rainfalls regularly. While the government is spending a tremendous amount of funding in preventing, protecting, mitigating and recovering from flood hazard, there are usually no comprehensive plans.
