Abstract:	海岸環境為國土規劃重要的一環，且為水陸交界的環境敏感地區，近年來，隨著環境保護意識抬頭，人們逐漸瞭解環境保育、永續發展之重要性。目前內政部營建署於2008年推動海岸法草案及於2007年補助地方政府辦理「海岸復育及景觀改善示範計畫」，皆為改善生態環境保護及回復海岸線自然景觀為目的，促使中央政府對海岸環境永續發展之重視。海岸保護區之劃設，主要為落實海岸生物棲地保護、維持生態多樣性，有利進行海岸環境保護及復育作業，並兼顧海岸地區環境保護、資源保育與開發利用等目標。然而如何劃設有效的保護區，仍然是一個重要之議題 The coastal environment is an important part of national land use planning, these areas are environmental sensitive which are located in the junction of water and land.
