    Abstract: 台灣為海島型國家，近年來隨著經濟產業結構及社會需求的改變，土地需求大幅增加，使得海岸地區開發壓力劇增，然而海岸又為高度敏感與脆弱之地區，因此海岸地區的土地發展是否有效的利用與管理，是為台灣永續發展的重要課題之一。
    桃竹苗海岸地區大多屬非都市計畫區，多農田及雜林，但近年來各目的事業開發計畫，未能考量海岸土地及環境資源之高度敏感性，且一經破壞甚難回復之不可逆特性，以致大多數的海岸線幾乎被大型的工程建設、海堤、公路所佔用，造成海岸水泥化後，海岸侵蝕、海岸線倒退、突堤效應及生態棲地破壞等問題相繼產生。
