Abstract:	封溪護漁之目的在於讓河川休養生息，資源得以永續經營，然而卻頻見以護溪為名的不當放生、沿溪興築觀魚步道、遊客中心、大型停車場設施等行為。本計畫從苗栗縣最早的兩處封溪護魚案例所在之鄉鎮：南庄鄉與大湖鄉著手調查，試圖瞭解民間對「封溪護魚」上為何有極度支持或堅決反對的不同立場，而公私部門在整個護魚行動中所處之角色與過去的差異性為何？可否藉此結合生態工法的觀念，進而建立一套河川復育之環境教育機制？國外的相關復育政策在執行或推廣上是否有值得借鏡之處？此外，現階段之封溪護漁工作僅侷限於魚類資源之保護，對於業已破壞或不當 Abstract The object of river reserve is to recuperate the river’s ecology so as to achieve the resources sustainable management.
