    Abstract: 近幾年來，隨著民主意識的抬頭，大家對公部門的政策開始由全盤接受，到心存質疑，到理性或非理性的抗爭，目的不外乎在爭取一個較為安全舒適的生活環境與自主權。眼見著生活環境日趨惡劣，公部門不斷提出城鄉改造計畫，例如「城鄉新風貌計畫」、「富麗農村計畫」、「社區總體營造」，一則為減輕全球性經濟不景氣與東南亞金融風暴對台灣可能產生之影響，企圖以「擴大內需方案」促進國內的經濟成長，另一個重要的理由就是希望對日益惡化的實質環境尋求解決方案，而在此同時，「生態社區」的規劃理念亦在公私部門分別展開。
