Abstract:	台灣目前經濟繁榮，人民生活富庶，生活機能日趨多樣。然而為了讓有限的土地資源達到更有效利用，建物也朝向多元化、高層化及大規模化，因此多功能化的建築設計與大型空間與日俱增，傳統「條例式規範」面對日益更新的工法與材料，限制了建築設計的發展。目前許多國家有鑑於此，逐漸將條例式規範以等價安全的觀念轉換為以「目標導向」的「性能式法規」。現行相關建築物防火避難安全的制度分別有建築物公共安全檢查、消防設備檢查制度…等，建築物公共安全檢查對象依建築法第七十七第五項規範之，但建築物公共安全檢查卻無法針對經防火安全或避難驗證 The economic prosperity and rich life has facilitated the increasing diversification of life functions in Taiwan.
