    Abstract: 「智慧城市」預示著城市發展進入另一個全新的階段，是近年來對人類城市發展關注和探索的一個進程，也是資訊技術變革和知識經濟發展到進一步的產物，更是工業化、城市化與資訊化高度融合的新模式。
    在這新思維的衝擊之下，從1990年代起，各國政府便開始構思如何透過科技應用與當地特色結合並推廣到全球，提升國家競爭優勢。對智慧城市的概況瞭解可透過目前國際上最有名的推動智慧城市建設的組織為ICF (Intelligent Community Forum)智慧城市(社區)論壇，其每年選出國際上代表性的智慧城市進行頒獎與宣傳理念
