Abstract:	苗栗縣公館鄉的出磺坑是台灣第一口以石油與天然氣開採為主的油井，也是全世界第二口油井，然而隨著採油量減少而逐年沒落，近來苗栗縣政府計畫將出磺坑的產業地景重新整理，擬開放為觀光遊憩區，卻因尚未對本區的自然與人文資源詳加調查之前即匆忙發包許多硬體建設工程，例如貿然拓寬一些步道設施、設置觀景平台等，對邊坡的穩定與植被的完整性都造成很大的破壞，而一些採油設施邊緣的私人土地則不斷擴大檳榔樹與果樹的栽種面積，施用的農藥與肥料對於出磺坑的昆蟲鳥獸形成生存的威脅。在地方政府汲汲於發展觀光之時，面對油氣產業沒落的出磺坑，應如 The Chu Hung Keng oil field is the first gas and oil field in Taiwan, which is also the second oil field developed in the world.
