    Abstract: 全球化潮流下，我國在國土與行政區劃改革架構的推動下，桃園、臺中、臺南與
    高雄縣市等區域已完成合併升格，期望促進區域的整合並建構出更具國際競爭力的都
    會格局。而各都市人口差異與環境條件不同。若藉由資通訊系統所形成智慧化策略方
    案，將有助於促進區域整合與均衡發展，縮短城鄉和區域發展落差。
    本研究探討智慧城市相關理論與文獻，歸納分析國內外推動智慧城市案例作法，
    並彙整目前臺中市已建置資通訊系統方案，建立大臺中智慧城市發展指標，共有七大
    構面經由模糊德爾菲法及層級分析法計算得知第一層級權重以智慧能源(0.237)
